Im so new to all this and was hoping you can help. I have the neoemu app and am trying to download the games/roms here in zip form on my phone but it downloads as a htm. Do I need to use a computer and transfer the file from the computer to my phone? Please help a rookie.

I would suggest that you try downloading roms on your phone through Firefox or Google Chrome on your phone if you wish to do it from your phone. You'll also need an app to unzip the files contained in the zip/rar/7z archives. Downloading from one of those two browsers always seems to work for me, so hopefully it works for you. If you cannot get it to work that way, then your last resort would have to be using your computer and transferring the files to the phone after you unzip them on your computer first.
