ok i got twisted metal to work yay i had to goto ROMhustler for it to work. Will go there and see if that final fantasy works. The one i tried on this site didnt ePSXe didnt see this one as a ISO file. that was after i unzipped it with rar frog then unzipped the one file there with 7 zip.

the final fantasy IX works off that site as it was downloaded as a .7z file in which it had the ISO inbedded in it. The one here did not have a ISO format, thats why epsxe couldnt read the one off here. Thank you vm for the help here. i can finally not go crazy. For anyone who is illiterate about how to set up a playstation emulator read this thread. This does work.
