MESS = TI-99 cartridge load failed: Invalid image

I keep getting error message with MESS and TI99_4A Cartridge

>mess64.exe ti99_4a -cart1 romsmess\ti99_4a\defendc.bin
Device TI-99 cartridge load failed: Invalid image

Both BIOS and cart (defendc.bin) have been downloaded from TheOldComputer, so are these invalid ROM image or am I doing wrong ?
