Animated GIF maker

Does anyone know what's the best program out there to create animated GIFs? I'd like to make a few, but that's mainly just because I want to. Something else to tinker with. :3

To me, an actual program seems like a waste and I also hate installing things on my computer. I would just use a website that can animate gifs.. If you MUST have a program than ive used photoshop and that obviously has the capability to do such animations with very specific timing and tweaking.

The websites should suffice for general and quick animations. But if you really wanna get into the nitty-gritty stuff, then look up some tuts for PS5
