This is correct. Any game that carries the 'games for windows' tag AND supports a controller will detect and use a Microsoft XBOX360 for Windows controller with no setup on your part. A PS3 controller on the other hand will either require bluetooth or to be non-wireless and plugged in via USB. You will have to configure your PC to recognize and use it. Emulators on the other hand will require button setup regardless of the type of controller you use.
There is, however, one other option. If you prefer the shape and button configuration of a PlayStation controller, but want the computer and most modern games to recognize your controller out of the box, Logitech has an offering in their F-series. A switch on the back switches between X-input (for 360 controller capability) and D-input (you configure yourself) and has a mode button in the middle so you can switch d-pad and left-analog functions on the fly. The is the cheapest option to buy new, but although they do offer a wireless version, I would recommend wired, as there are many complaints that the wireless one loses signal quite often.

with F310 being the base standard wired controller with all functions except rumble for about $25 US. The F510 includes rumble for about $35 US. The F710 has rumble and is wireless, for about $50 US, but it is the one I would personally steer away from because of the above mentioned terrible wireless signal.
I personally do not like the shape and size of a XBOX 360 controller, so when I heard about these controllers working the same way as an official XBOX360 for Windows controller, I grabbed myself some. I have a F510 as my main controller, and a F310 as a secondary controller. They work great and I have 0 complaints about them. They have the shape of a PlayStation controller that i prefer, and when I plug it in, modern games display the 'XBOX 360 controller detected. Switching to controller mode' and I don't have to mess with setting up hotkeys or using a button profiler. Plug and Play indeed.
