For RetroPie I recommend you get the MAME v0.37b5 (mame4all) or MAME v0.78 (mame2003) which will include the NeoGeo BIOS.

Tried posting the direct link to the download, but scroll down to "ARCADE", and there's a link to the BIOS there. I believe it's the "old" one that you want.
