Understanding Rom codes

Excuse me for being a dummy, but even though I've been using emulators for years now, I have no idea what the little codes at the end of the the ROM titles mean. (With the exception of the J U & E, I got that part).
Its the exclamations and the h1 and b1 and stuff like that I don't quite get.

+5 Agility
-17 Charisma

Sweet thanks. just what I was looking for.
For some reason that didn't come up when I did a search for it.
